Typhoon NALGAE/22W/QUIEL has moved out of the Philippine Area of Responsibility...about 415 km WSW of Vigan City. Peak wind gusts are estimated at 155 kph moving westward at a slower speed now of 14 kph toward
the Gulf of Tonkin.

FORECAST ANALYSIS AND EFFECTS
Typhoon NALGAE/22W/QUIEL's outer rainbands has left Luzon. The system has been downgraded to a Category 1 Typhoon and further weakening is expected as the system tracks WNW toward Paracel Islands. On 05 October, QUIEL shall make landfall in Central Vietnam. By 07 October, it shall move into Thailand after crossing Laos. Rapid dissipation is expected inland.
With this development, this is the FINAL ADVISORY on this tropical disturbance.
